Washington, D.C., USA, July 27, 2024 — AT-Newswire.com / TopTechTidbits.com — Access Ready Inc., an independent, nonprofit, cross-disability rights advocacy organization, is pleased to announce the development and introduction of the Section 508 Refresh Act of 2024.
This landmark legislation, introduced by Senate Aging Committee Chairman Bob Casey, marks the most significant Congressional updates to Section 508 of the Rehabilitation Act since 1998, promising substantial improvements in the accessibility of federal technology for people with disabilities.
“As a policy goal the credit goes to the late Bobby Silverstein who put the reform of Section 508 on our initial policy change guidance. As always Bobby understood the driving nature and leadership role that such Federal statutes could engender.”
Access Ready’s Involvement
Since its inception on October 17, 2018, Access Ready has been dedicated to ensuring that information and communications technologies (ICT) are accessible to all individuals, regardless of ability.
The organization’s mission is to make ICT accessibility a fundamental aspect rather than an afterthought.
In alignment with this mission, Access Ready has been diligently working behind the scenes on policy advocacy and strategic guidance along with other disability rights organizations to drive this critical legislative change since its inception.
Douglas George Towne, Chair and Chief Executive Officer of Access Ready Inc., has been leading the establishment and ongoing management of the organization.
Under his guidance, Access Ready has collaborated with various stakeholders, including numerous disability rights advocacy organizations to develop comprehensive guidance documents and policy proposals that laid the groundwork for the Section 508 Refresh Act.
A key part of this collaboration has been a feature of Access Ready’s work with the numerous members of the Consortium for Constituents with Disabilities (CCD).
“As a policy goal the credit goes to the late Bobby Silverstein who put the reform of Section 508 on our initial policy change guidance. As always Bobby understood the driving nature and leadership role that such Federal statutes could engender.” Said Doug Towne.
Key Provisions of the Section 508 Refresh Act
➜︎ Inclusion of People with Disabilities
Federal departments and agencies will now be required to include people with disabilities who consume government services and information or work as government employees in the acquisition and accessibility testing of federal technology. This ensures that the voices and needs of those directly impacted are considered in every stage of technology development and deployment.
➜︎ Reformed Complaint Process
The legislation introduces a new, more accountable process for handling complaints regarding Section 508 violations. This reformed process is designed to be more efficient and transparent, ensuring that issues are addressed promptly and effectively.
➜︎ Regular Accessibility Testing
The Act mandates continuous testing to ensure that the technology used by federal departments and agencies remains accessible to both federal workers and the general public. This provision aims to maintain high standards of accessibility across all federal technology platforms.
➜︎ Appointment of Compliance Officers
Each federal department and agency will be required to appoint qualified, dedicated Section 508 compliance officers. These officers will be responsible for ensuring that the technology purchased and used by their respective departments and agencies meets the accessibility standards set forth by the legislation.
➜︎ Support and Endorsements
The Section 508 Refresh Act has garnered significant support from various advocacy groups, including the National Federation of the Blind and the National Association of the Deaf. These organizations recognize the critical importance of accessible technology in enabling individuals with disabilities to participate fully in society and access essential government services.
➜︎ Senatorial Support
In addition to Chairman Bob Casey, the bill is co-sponsored by prominent senators including Ron Wyden (D-OR), Chairman of the U.S. Senate Finance Committee, John Fetterman (D-PA), and Tammy Duckworth (D-IL). These senators have underscored the necessity of the bill, highlighting the federal government’s obligation to ensure that its services are accessible to all citizens.
➜︎ Statements from Key Figures
Chairman Bob Casey: “The federal government has an obligation to ensure that its services are accessible to people with disabilities, including its websites and technology. We would not ask someone using a wheelchair to walk up the courthouse steps, but we are doing something similar when we ask people with disabilities to use federal websites, apps, kiosks, and other technologies that are not accessible. I’m introducing the Section 508 Refresh Act to compel federal agencies to make their technology accessible and ensure people with disabilities are not locked out of essential government services and resources.“
Senator Ron Wyden: “Technology can’t serve as a tool to make life easier if people can’t access it in the first place. Federal agencies shouldn’t be asking people with disabilities to move mountains in order to participate in everyday life for matters as basic as employment and health care. The federal government has a responsibility to serve the public by making sure that everyone can access and benefit from these technologies.“
Senator John Fetterman: “It’s clear that the federal government is not doing enough to ensure services are accessible to people with disabilities. People with disabilities deserve better. By updating Section 508, this bill would enact long overdue requirements to ensure people with disabilities have equitable access to federal government services. I’m proud to cosponsor it.“
Access Ready Inc. is committed to making ICT accessible for all by advocating for policy changes, providing strategic guidance, and developing innovative solutions.
